Registration, Evaluation & Authorization of Chemicals (REACH)
The old European Union legislative framework for chemical substances was a patchwork of many different directives and regulations, which developed historically. There were different rules for “existing” and “new” chemicals. However, this system did not produce sufficient information about the effects of the majority of existing chemicals on human health and the environment. The identification and assessment of risks - covering the possible hazards of a substance as well as exposure of humans and the environment to it proved to be slow, as were the subsequent introduction of risk management measures. The REACH directive addresses all chemicals on the EU market between 1 January 1971 and 18 September 1981 – approximately over 100,000 chemicals.
The new legislation brought into EU law in December 2006 demands that these chemicals be tested thoroughly to the current standards and a risk assessment performed. This legislation applies to all chemicals produced in the EU or imported into the EU and the amount of testing is linked to the amount produced or imported.
If there are a number of producers or suppliers then a consortium must be created if mammalian tests are to be performed. LAB Research realizes that this will be difficult for some companies as confidential information will have to be shared and so LAB research offers a secure, third party, independent data repository for this purpose and will evaluate the data and the needs of the consortium.
